Hiromi Minami (Masaharu Fukuyama), a blind FBI Special Agent known as “The Last Man,” the ultimate trump card who always brings any case to an end, returned to Washington, D.C. two years ago after completing his training in Japan. He had grown close to Shintaro Godo (Yo Oizumi) of the Tokyo Metropolitan Police Department’s First Investigation Division, but the two spent their time apart—one in the United States, the other in Japan.
Minami then returns to Japan for the first time in two years to appear on a television program. However, the TV studio he visits is attacked by armed terrorists. Minami is taken hostage along with newscaster Misaki Harima (Wakana Matsumoto) and Prime Minister Yoshimi Gonohashi (Kōtarō Yoshida).
The perpetrators threaten to blow up Tokyo unless a ransom of 10 billion dollars is prepared.
Upon learning of the incident, Shintaro heads to the studio to rescue Minami and the other hostages. Meanwhile, Madoka Sakura (Yō Yoshida), a fellow detective who had been assigned to accompany Minami, is also captured by the terrorists.
