Having betrayed Public Security, Shinjo has fled to Thailand with the help of a powerful billionaire. Nogi and Drum (Drum Tomisakae) head to Thailand to track him down. Meanwhile, under orders from Commander Sakurai (Midoriko Kimura), Nogi is told that a fellow Beppan operative will come to his apartment.
