Yusuke Nogi (Masato Sakai), an employee at Marubishi Corporation, travels to the Republic of Balka to recover 13 billion yen that was mistakenly transferred there.

After becoming caught up in a bombing incident in Balka, Nogi is mistaken for the perpetrator and pursued by the local police. Together with public security officer Mamoru Nozaki (Hiroshi Abe) and doctor Kaoru Yuzuki (Fumi Nikaido), whom he meets there, Nogi struggles to escape the country.

But none of it was a coincidence.
Nogi’s true identity is an intelligence operative for Beppan, a covert organization operating directly under Japan’s Self-Defense Forces. He had infiltrated Balka to track the international terrorist organization known as Tent. Reuniting with his fellow Beppan operatives, Nogi follows the trail to Tent’s leader—only to confront a cruel twist of fate.

Tent’s leader, Nogoon Bekhi (Koji Yakusho), is revealed to be Nogi’s long-lost biological father. Forced to face his destiny, Nogi ultimately takes matters into his own hands and assassinates Bekhi.
